Let me guess - you have DHCP on that server. :) When installing the DHCP service a permission is incorrectly set on the registry key HKLM\System\CurrentControlSet\VSS\Diag. Go to System Properties and then on the left click the ADVANCED SYSTEM SETTING then USER PROFILES. As I recall, I also told the delete to not save any files for that user.Hope this helps as there are many, many posts on forums where people are trying to Right click on the "VSS" folder.
